Frank Rizzo Sr. vigorously fought crime in four years as police commissioner and eight as mayor, but this City of Philadelphia Mural Arts Program tribute at Ninth and Montrose streets became a victim of wrongdoing over the weekend. Rededicated in 2010, the 17-year-old piece is undergoing restoration in the hopes of again honoring the native of the 2300 block of South Rosewood Street.
