The trio allegedly had roles in beating, tasering, suffocating, mutilating and disposing of the Northeast Philadelphia resident Aug. 26 following his visit to a Center City residence purportedly used for prostitution, Homicide Capt. James Clark said. Investigators, who used cell phone and computer records to verify Zarzycki’s presence at the site last month, believe that 34-year-old Keith Tolbert, the owner of the location, 21-year-old Angel Weston of North Philly and 22-year-old Stephanie Foulke of Secane conspired to rob the victim, with the accused male leading the endeavor.

When Zarzycki put up a fight, a struggled ensued, with Tolbert allegedly taking the deceased figure into a bathroom to severe his head, arms and legs with a now-missing hatchet, according to police. Two days after a fisherman’s Grays Ferry-situated discovery of the torso, which law enforcement officials confirmed was Zarzycki’s through a back tattoo, they removed a drain pipe that could contain traces of the victim’s blood and DNA, Clark said. Using a prostitution sting the same day as the pipe removal, his peers busted the suspects, who were scheduled for a preliminary arraignment last Friday.
