Fugitive arrested for slaying

A man wanted for a Northern Liberties killing was apprehended in West Passyunk.

Police obtained an arrest warrant for Quasheam Richburg, 20, of North Philly, for his alleged involvement in the homicide of Moutsafa Shaker, an employee at Trax Food, 1204 N. Front St., during an attempted robbery at 2:50 a.m. May 26, according to the Police Public Affairs Unit.

After receiving a tip from a 911 caller, the U.S. Marshals Fugitive Task Force and Philadelphia Homicide officers arrested him inside a residence on the 2000 block of South Norwood Street at 8 a.m. June 9. Richburg is believed to have been the gunman who hit Shaker with the gun while Marvell Hargrove, 17, of the same North Philly neighborhood, allegedly tried to open the cash register. When the duo grabbed the register, Shaker tried to flee, but Richburg allegedly fired two fatal shots at him. Hargrove turned himself in to police eight hours after Richburg.

Both men were charged with murder, conspiracy murder, robbery and possession of an instrument of crime. Richburg also was charged with firearm violations.
