The 1st District is targeting parts of Point Breeze and West Passyunk in order to form a focus group that will discuss quality of life issues in order to create a plan of action from input on ways to improve the community between 19th and 21st streets and Reed Street and Snyder Avenue. The Philly Rising Program will meet 6 p.m. tonight at Grace Baptist Church, 1841 S. 21st St.
